Is there a fascist regime exactly like the one in "V for Vendetta"?

If you ever watched "V for Vendetta" then you most likely remember how the fascist regime's secret police kidnapped the "undesirables". Also in "V for Vendetta" the racist regime would torture the prisoners they kidnapped.
