Wow, Ben Swann really failed to do a basic check on this one. He finally gets to Article 1, Section 7 around the 4:00 mark of this video. The Senate used H.R. 3590 which *was passed by the House first* and revised the content of the bill, passing it in the Senate 60-39 on December 24, 2009. The changes to the bill were passed by the House 219-212 on March 21, 2010. President Obama signed the bill into law on March 23, 2010.
