This has been going on ever since the Spanish-American War; as the most memorable slogan at the time was "Remember the Maine, To Hell with Spain". This slogan was a tool of propaganda at the time, as we suspected the Spaniards of exploding the USS Maine; now we know it likely exploded do to nobody's fault at all.
